In charitable work, saving money is possible, but the biggest challenge is building a resource that preserves the continuity of benefit and does not stop when funding ends or people change. This is where the importance of the Waqf Fund emerges, as one of the tools that shifts thinking from addressing immediate needs to building a resource that helps sustain impact in the future. What is a Waqf Fund? It is important first to know that the term "Waqf Fund" may be used in a general sense, while in the Kingdom, there is a regulated product called the "Waqf Investment Fund." The Waqf Investment Fund is an open-ended investment fund, all of whose units are endowed and non-tradable. Its capital is invested, and its yield is disbursed to the beneficiaries according to the fund's purpose and conditions. Therefore, the Waqf Fund is not just a financial account or a name given to any charitable initiative, but a model with its own nature, regulations, and requirements that must be understood before starting. Is the Waqf Fund the same as a Family Waqf? No, and here lies an important confusion. A family or private waqf is based on allocating the benefit or yield of the waqf to the endower, their descendants, relatives, or a specific family according to the endower's condition. The waqf may be a joint waqf, combining family benefit with other charitable purposes. However, the Waqf Investment Fund is a regulated financial waqf product, whose units are endowed, its capital is invested, and its yield is disbursed according to the fund's conditions and the specified beneficiaries. Thus, we are facing two different concepts, even though both belong to the waqf system and are based on sustaining benefit according to their defined purpose. The Idea Precedes the Action Before thinking about establishing a fund or a waqf, the goal should be clear. What impact do we want to achieve? Who are the beneficiaries? What resources will it be based on? How will the funds be managed and expenditures controlled? Who will undertake the management and oversight and ensure sustainability? These questions precede the models and procedures because choosing the correct waqf model begins with understanding the goal for which it was established. Sustainability is More Than Just Saving Money The success of a fund is not measured by the size of its capital alone, but by its ability to preserve and grow the endowed capital, control expenditures, manage risks, and achieve measurable impact. Waqf funds can serve educational, health, social, developmental, and other fields, depending on the fund's purpose and its beneficiaries. The Waqf Investment Fund Has a Special Regulatory Path If the intention is a Waqf Investment Fund in the regulatory sense in the Kingdom, it has a special regulatory path and is not established in the same way as a regular waqf is registered. This type of fund is established through a licensed financial market institution, in accordance with the regulatory requirements and necessary approvals from the competent authorities. This highlights the importance of defining the model before proceeding with procedures. The need might be for a charitable waqf, a private waqf, a joint waqf, a waqf investment portfolio, or a Waqf Investment Fund, and each model has its own nature and requirements. Conclusion: The Waqf Fund is not just a name or a financial account, but an institutional tool aimed at preserving and growing endowed money and directing its benefits according to a clear purpose.
